Why has Hera Pheri gone from part 2 to 4?

The Hera Pheri franchise has gone from Part 2 (from being titled Hera Pheri 2) straight to Part 4. The lately-announced franchise will have the title Hera Pheri 4. It reunites the Akshay Kumar-Suneil Shetty-Paresh Rawal trio. The rest of the cast will be announced after the script is finalised.
